Lumentum's logic is relatively indirect, mainly stemming from the possibility that the tight supply cycle for EML lasers may be prolonged, potentially postponing previous market concerns about supply easing and profit margin peaking pressure.

However, Morgan Stanley also acknowledges that enforcing the ban will be very difficult. Currently, non-Chinese suppliers lack sufficient production capacity to meet the capital expenditure needs of AI, and key materials such as upstream InP substrates still rely on Chinese supply chains. If the US restricts Chinese optical modules, China may retaliate in key materials sectors. Morgan Stanley even mentioned that one potential solution might be for Chinese cloud vendors to increase their purchases of US optical communication components.

Citigroup's assessment is more cautious. They believe this potential ban is unlikely to become a simple, clear rule. Seven of the world's top ten optical transceiver companies are Chinese, supplying over 50% of the high-speed optical modules to major US cloud vendors; meanwhile, the AI optical module supply chain remains tight, with Chinese manufacturers holding advantages in cost, product iteration, and delivery capabilities. Citigroup anticipates that, given the current supply and demand constraints, the policy will likely include some exemptions.

Citigroup ranks the impact on Chinese companies as follows: Tianfu Communication is most indirectly affected, Dongshan Precision is in the middle, and Xin Yisheng is more directly affected due to its business nature. Tianfu Communication is mainly a passive component supplier, with direct customers being overseas optical module companies, so the short-term impact is manageable; Xin Yisheng, on the other hand, has an overseas capacity buffer because approximately 88% of its revenue will come from Thailand in 2025. What really needs to be watched out for is whether US policies will further cover the production capacity of Chinese-backed companies in third countries.

This also explains the market split: expectations of order transfers in US stock trading, and compliance risks and valuation discounts for North American clients trading A-shares.

Based on the two reports, the current consensus on Wall Street is clear: if the ban is implemented, it will be beneficial for the short-term valuation repricing of the US optical communication chain. The disagreement lies in whether the order migration can proceed smoothly. AI data center construction is still accelerating, and cloud vendors need a stable, low-cost, and high-speed delivery supply chain. Policy can change expectations, but production capacity, certification, yield, and material supply will determine the final outcome.

For the optical module sector, the market is now focusing not only on the title of the ban, but also on three other things: whether the final rule will cover third-party domestic production, whether North American cloud vendors will reallocate orders, and whether overseas factories of Chinese suppliers can continue to act as a buffer.
