The FSC stated that it has launched a review meeting on capital market infrastructure to coordinate government departments and market institutions in advancing reforms. Specifically, proposals related to tokenized securities will continue to be discussed separately by the Public-Private Partnership Committee and will be incorporated into the overall capital market reform framework in the future.

According to the plan, South Korea will announce a roadmap for shortening the securities settlement cycle before October this year, and plans to launch a settlement system for over-the-counter trading of unlisted stocks and fragmented investment products by the Korea Securities Depository (KSD) by the end of 2026.

In January of this year, the South Korean National Assembly passed amendments to the relevant legislation, formally recognizing blockchain distributed ledgers as a legal securities registration system and allowing the issuance and circulation of tokenized securities. The FSC stated that once the supporting regulations and infrastructure are completed, the system is expected to officially take effect in February 2027.
