Former SEC employee: Even if the Clarity Act is passed, it will still take at least several months for the SEC and CFTC to develop implementation rules.
On August 14th, Odaily Planet Daily reported that Anne Kelley, a former SEC employee, stated that even if the CLARITY Act is successfully passed, the SEC and CFTC will still need to draft supporting implementation rules, a process that will take at least several months and will not be immediately effective. Kelley indicated that the SEC's upcoming public meeting on exemptions for tokenized innovation is only the first step in the proposed rule-making process, and further procedures such as public comment are required. Substantially binding rules must comply with the U.S. Administrative Procedure Act (APA) to ensure they can withstand judicial review. If the CLARITY Act is passed during the rule-making process, regulators will not need to restart; they can amend the existing proposal by issuing a Supplemental Notice of Proposed Rulemaking (SNPRM) and continue moving forward. Kelley cited the GENIUS Act as an example, noting that although it was passed a year ago, it has not yet been fully implemented, partly because the development of supporting rules takes time.
UBS significantly increased its holdings of BlackRock Bitcoin ETF in the first half of the year, raising its holdings to approximately $90 million.
According to BlockBeats, on August 14th, UBS filed a 13F document showing that as of June 30th, it held approximately 2.5 million shares of BlackRock's Bitcoin ETF, IBIT, with a holding value approaching $90 million. Compared to approximately 549,000 shares at the end of 2025, the number of shares held represents an increase of approximately 355%, while the holding value increases by approximately 230% from approximately $27 million.
It is important to note that the 13F filing cannot confirm whether these IBIT shares belong to UBS's own funds or its clients' assets, so it cannot be simply interpreted as UBS directly investing $90 million to buy Bitcoin.
Citigroup CEO: Hopes the Clarity Act will eventually pass, but remains concerned about stablecoin reward mechanisms.
According to BlockBeats, on August 14th, Citigroup CEO Jane Fraser stated that while she remains concerned about how the CLARITY Act handles stablecoin rewards, she generally hopes the bill will be passed and believes it will benefit the financial system. Fraser indicated that Citigroup is still pushing for improvements to the bill.
Fraser points out that if stablecoin platforms can reward users for deposits, it could lead to a loss of deposits from traditional banks, thereby weakening their ability to provide lending and credit services to certain parts of the United States. Currently, the bill stipulates that platforms cannot offer rewards solely for users holding stablecoins, but can offer rewards for transactions and payment activities. This issue remains central to the dispute between the banking and crypto industries as the bill progresses.
