Odaily Planet Daily reports that BitMEX co-founder Arthur Hayes stated at the "Bitcoin 2026" conference that the Bitcoin market narrative is shifting from "AI deflation" to "wartime inflation," and reiterated his bullish view on Bitcoin, setting a target price of $125,000. Hayes believes that the Iraq War is driving up expectations of inflation and credit expansion, while improved liquidity in the banking system will offset the credit contraction caused by AI. He also stated that his liquidity metrics bottomed out last November and are moving in tandem with Bitcoin's price action.

According to market sources, the Russian government's legislative council has approved a proposal from the Ministry of Finance to include digital currency-related transactions, including cryptocurrency exchanges, within the scope of personal income tax. The bill requires transaction costs to be calculated using the first-in, first-out (FIFO) method and prohibits the carry-forward of digital currency transaction losses to future tax periods. Simultaneously, it proposes to exempt certain services and transactions from value-added tax (VAT), covering digital custody services, cryptocurrency exchange services, and certain transactions involving foreign digital rights without physical delivery. For debt-type digital financial assets (such as tokenized bonds), the bill establishes separate rules for calculating profit tax and allows for the carry-forward of losses. Previously, the Russian State Duma had passed the first reading of the "Digital Currency and Digital Rights" bill.

According to Huoxun Finance, Tennessee Governor Bill Lee has signed a bill into law, banning the use and installation of cryptocurrency ATMs and related self-service terminals in the state. Businesses have only weeks to complete compliance adjustments. On April 13, Bill Lee signed Tennessee House Bill 2505, which stipulates that, starting July 1, the installation of cryptocurrency self-service terminals will be classified as a Class A misdemeanor. Under state law, such devices are now considered illegal, and operators and companies providing installation sites could face up to 12 months in prison and a $2,500 fine.
