The insider stated that one reason may be the ongoing negotiations among stakeholders regarding the tokenization portion of Section 10505 of the Clarity Act, and any action taken by the SEC through an innovation exemption could affect the compromise on that clause. This means that the exemption may remain stalled until the Clarity Act's path forward becomes clearer. The SEC still plans to hold a public meeting tomorrow morning at 10:00 AM to propose new rules and exemptions for fundraising transactions involving crypto assets, namely, Regulation Crypto Assets.

Bitcoin briefly fell to $62,912 on Thursday before recovering to above $63,000, bringing its market capitalization down to $1.26 trillion, still down 0.5% on the day.
